Clutch pedal not returning

Put in a new clutch when I had the engine out for rebuild. I put all the cables back on and bled the clutch but now the pedal does not return but stays on the floor. Is there a spring that needs to be put on that maybe I am missing or have I just not bled enough air out of the system to have the pedal return?

Car has not been driven, just trying to get everything back together

Yeah you didn't bleed it enough you have air in the lines.
