Okay, so I just bought a VSV Valve for my 90 3SFE Camry for $50. Fixed the AC Idle up problem. Asked the dealer about one for the Celica and they quoted me $220! Is this right? They're the same engine.

I don't know that it's exactly the same, but you're right, it should be about the same ($50-55). At least, that's what is was for my 88 GTS from the dealer. Other option is junk yard. Under $5, easy to remove and install so not a big loss if you get a bad one. If you have access to AllData or a repair manual, they tell you how to field test the VSV w/ an ohm meter and by blowing in the ports to make sure the valve is working correctly. Someone quoted you the wrong part!!

That's the kicker...I know it was the right part. The guys at the dealership are really good about letting me look at their screen and help them find the parts. It's pretty much a gimme when you're looking at a diagram.
As far as $5 from the junkyard, I tried the junkyard and they all told me they don't index that part so I'd have to go from car to car to find it and the two big ones charge a flat $20 fee for parts that aren't indexed.

If you are talking about the solenoid part, get one from first generation camry.You will have to splice it to the wires (same color). This older part has the pigtail wires soldered to the coil instead of spot welded spades for the 87-on. The spot welds are the point where these solenoids are failing.
Ok, the VSV valve, the part that attaches to the firewall, is exactly the same between the '90 Camry ($55) and the '89 Celica ($280). So just order the one for the Camry.

I guess my dealership is just retarded, I dunno. They even cross referenced the one for Camry and told me that it would NOT work on the Celica. Are you sure that was the VSV and not the "Idle up actuator"? It's a different part.

Ooooh, trust me on this one! Good luck finding the idle up actuator at a dealership. It does exist, but not by any part number your counter guy will find. I've replaced both. The VSV can be found (my local dealership actually has it in stock). The actuator was renumbered and the official Toyota part database says it's no longer available. I lucked out that the shop foreman at my dealership is very old school and remembered when they renumbered it and found an equally old-school guy in the parts department who remembered that it was renumbered for a certain model year truck. He found it for me that way. That part was $54 and change (I found one at the yard for $2). Long story short - yeah, I'm sure.
Our cars are just not common enough anymore for the parts guys to get many requests for them. Call your dealership and give them the part number 88590-20670 and ask him to look it up. It has a funky name, like 'valve, magnet', but when you ask him to locate it on his schematics, he'll tell you it's the AC idle up VSV mounted to the firewall next to the wiper motor (or whatever that wiper component is in the corner).
