You'll need to modify one to fit.

You would need a different intake manifold, probably one that is designed for dual sidedraft Webers or something, but one that is designed (intake runner length and diameter, specifically) for bottom end, not high RPM.

Something like this:

Find a set of ITB then find someone to make you adaptor plate to mount them. You'll also need to find a way to mount TPS. You'll need a vaccum canister for brake and PS also which is a good source of vaccum for MAP sensor if the 22RE is MAP. For AFM/MAS, you'll need to add plenum. Then you'll need a way to remap your fuel and ignition. ITB has totally different fuel and ignition map so don't even try to run it with stock ECU.
Bascially if you don't have anything else on the engine, this will be costly and don't give you much gain for the money.

I'm trying to put 20V 4A-GE Silver Top ITB on my 5S-FE:

22RE's are not MAP equipped, they have an AFM.
