No Vacuum Port R throttle body!!!!

91 Celica GT-S.

While at idle and at 2500RPMS, Im only getting vacuum from

PORT E @ throttle body and the port to the Throttle opener.

NO vacuum from Port R at idle or high RPMS.

Is this normal?

I blew these ports out with compressed air and they are free from debris.

just dont know why Im not getting vacuum from Port R.

any help would be appreciated.
