Cold Weather idle problem

I have a 1993 Celica. When cold, the idle revs up to about 2200 rpms and stays there for about 3-5 minutes. As the engine warms, the idle starts reving up and down from about 2200 to 1400 rpms continuously until the engine is completely warm. then the idle goes to about 900 rpms and is very smooth and constant. What is the problem? Is there a cold start valve or something like this to deal with?

I have the excat same issue i was told is normal in a older car. i was thinkin of maybe a block heater?

Probably ICV dirty. Clean throttle body. Especially the big rectangular hole at the bottom.

I had that problem. I found a crack in the flexible air tube near the intake. It would also pulse a bit. Rev up and down slowely.
Changed it and the car only goes up to about 1500-1600 when cold and warms up relatively quickly. Sits at about 750-800 after a few minutes.
Hopefully it's that easy for you.
