Whoa, so the VSV also controls the EGR system!? Is this the same on the 3S-FE from 89?

Engine should run fine without EGR. Unless your EGR is stuck open all the time. Take EGR valve out and clean all the crap out so it'll close properly. A block off plate will work also.

it turns out its my egr vacuum modulator. i sent it to the shop but all the guy did was cut the lines and plug them off
