86 ST162 Celica - O/heating - HELP

Hi guys,

My thermo fan doesn't SEEM to be working, when I drive along in traffic or at lengthy light stops all is good (most of the time - intermittently on some days not necessarily hot ones, she will creep right up and boil over from the overflow tank usually shortly after I park her).
I've changed the thermostat over, checked all wiring is intact, had the fluid flushed and changed professionally (just in case I was leaving an airlock in it).
The fan runs fine when wired directly to the battery, but, doesn't appear to kick in when she's parked HOT with ignition on - and if I pull the thermostat sender wire off it DOESN'T ingage the fan????

Can anyone please advise where the relays are to this thermo unit - IE: hidden away somewhere under the passenger headlight is one guess or is the likely culprit the ones that say Fan #1, #2, #3 etc in the relay housings near the battery on passenger side???
Is there any free links anywhere on the net where I could track down a wiring diagram for the cooling system - I'm in a slightly remote area and it's not easy to get access to manuals etc....
