The offset depends more on the width of the tire, not the diameter.

If its a 92, a 7inch wheel with about 40 offset should sit just slightly inboard or flush with the front fenders, and definitely more inboard in the rear. Honestly, from what I've seen 18s seem to look a little too large on celicas, you may be into that but personally I dont like them.

I am running 17x7s with about a +42 offset (if I recall that correctly, I need to double check) with 215/45 tires. I would like them to sit a few millimeters further out in the front to fit flush, and luckily they dont rub in the rear with my drop, but I'd have to roll the inside lip on the fender to get the wheel to sit more flush.

It would help to know what the stock offset is so you can determine the flush offset.
18" is kinda tall for the Celica.You'd probably have to go with a 35 series.
Rubbing, depending on rim and tire width, may be an issue.
17" would be , less likely to rub and keep your speedo closer to a correct reading.
