no fuel pump fuse

so i just bought a 1990 ceilca gt-s its has a new engine going from the 5sfe 2.2 to a unknown 2.0 ( its has the looks of a 3sfe but with some aspects of a 5sfe idk its weird as hell) the problem is its been running really rich and loses power after 3000- 4000 rpm and 4th - 5th gear (mostly 5th) lose power like no other and i jsut recenly noticed while doing a tune up that its missing its fuel pump regulator fuse all together i was wondering if any 1 has any advise as to what i should do or what is going on any advise would help
