1999 Celica GT Cold start issue

I have a 1999 Celica and when I first start in in the AM it starts but idles so low it will stal. So I have been reving the motor at about 1800 rpms for about a minute. This works okay. However today when I started the car in the morning I could hear the starter keep trying to start the car after the inital start. So I have an engine running and the starter keeps cranking. So i turned off the car and removed the key from the ignition and the starter kept cranking. After about 2 minutes it stoped. I was then able to start the car normaly. This is what I have done.

Had the battery check. turns out its okay
Cleaned the throttle body for dirt.
Checked all the vacuum hoses . All okay
Checked the alternater.
Checked ground

Everything is okay. So I am at a loss. Before I go to the dealer I wanted to asky everyones opinion.

Starter keep cranking after you pull the key? Something wrong with your starter relay.

^ agree you can also tap on the starter with a hammer to nock away any dirt or build up and when i say tap i mean hit it with so force but not to much

Finaly found it. The contacts were shot and starter gear had alot of play. New starter was put in. Also had to replace the ICV valve since the sensor was going out. That was a nice 350 bucks spent. Since i had to remove the throttle body to do it I cleaned that out. Starts like a champ no more issues. Also car seems to run a little smoother. Thanx for all the replies and help

^The ICV just need cleaning.

I have no clue why someone would suggest fuel filter.....

I did try that but I think the sensor was going out. Also should the fuel filter be replaced on the 90k service.

This appears to be a common problem. My husbands 99 Celica does the same thing. You have to hold the gas or rev it up like you said before the motor will catch. Makes me wonder if our starter is on it's way out...had it rebuilt about 3 years ago.
