you need custom made exh manifold
any good used turbo such as ct26 frm 3sgte or t25 from redtop sr20
bigger injector preferbly turbo version of any 3sgte
intercooler n piping
injector controller,I suggest you to use PS Fuel Enhancer II, so that you are able to tune your engine by yourself. get it here..

You'll pry want a blow off valve, to keep the turbo safe and don't run it above like 6 to 8 lbs without internals cuz you'll pry throw a rod. you'll also need the vacuum lines, oil temp gauge, air/fuel ratio gauge, boost gauge, and you'll need to tap the oil pan.
Good luck

I wouldn't run more than 7 or so pounds on a stock 3sfe, since it has a fairly narrow head. and yes you'll need pipes, blow off valve, turbo manifold, and a tunable ecu. tuning it is crucial. if i had the money though, i would swap on a 3sge head, upgrade the internals, and run 10 pounds on a conservative tune. that'll make for a sick daily driver.

dude, i wouldnt waste tha time to ATTEMPT to turbo a 3SFE, not worth tha amount of money and blood/sweat ur going to put into it for nothing. Not too familiar wit 5 gen celicas, however, I do own a4th gen n have a 3SFE in that. Definantely not a engine to tune, so dont waste ur time. In the case of 4th gen celicas, u can upgrade to tha 3SGE, or sell ur car n try to find an alltrac that has a 3SGTE for a true turbo engine. gon need to swap if u want to work on your performance homie.
