Gen5 Current horn issue two seperate celicas

Alright so problems are pertaining to a 1991 GTS and a 1992 ST

GTS issue:
This happens to be my girls car not mine but still It needs to be fixed. Her horn is screwed up beyond all belief and I want to think clock reel as the culprit but let me know what you think. When the car was first purchased her horn wouldnt work what so ever it turned out that the car was missing the horns relay so we replaced it to get through inspection, But after installing it we found out why it had been removed in the first place. Every time the steering wheel is cocked at 90 degrees or more from center position the horn will blow on its own if the relay is present. Not only will it blow but will continue blowing until the steering wheel is returned to center.

ST issue:
Now her horn works mine sadly does not its due for inspection this month and I just got the car so this is a must fix. I'd rather not jerry rig a seperate button to make the horn work properly on either car so if this is your idea of a fix dont tell me to do it... I have replaced the relay with a new one from toyota and checked the fuse which is fine. I have removed and bench tested both seperate horns and they both work just fine. I sanded off all connections to bare metal thinking that may be the problem but it isnt. As for checking the curcuit with a voltmeter it hasnt been done. I havent had somebody to sit in the car as I check different points nor do I have a real good idea of where I should start or end so if anyone can shed sme light on my issue that would be awsome....
