ignition cylinder removal

I am trying to replace my GF 87 celica ignition cylinder and cant get it to pop out, I push the pin at the top and it appears to go below where it needs to slide out but still wont budge,, any advise is appreciated, I dont have the key, was a towed car she got the title for and changed over, and has water pump issues and oil mixing issues but one step at a time and will be a different post,
