94 celica tune

I want to turbo a 5sfe motor, here is the situation...(1994 celica gt 5sfe)
I have a 45 trim turbo that i will run at 7 psi (external waste gate)
Blow off valve
front mount intercooler
copper head gasket (as a spacer, and i plan to level the head before tuning)
2.25" header back
Denso plugs (1 step cooler)
short ram
Air/ fuel ratio gauge (w/ wide band O2 sensor)
Oil temp gauge
Boost gauge
Electronic boost controller
66,000miles on the engine

I have no clue how I can get it tuned so I cant put the turbo on!
what system are there that i could use for this?
I feel like these mods would be death to the car if i dont tune...
I dont want to dyno, I just wanna know how I can get my ecu to understand what is happening to it.

no one knows of any pug and play EMS'S for a 94 gt?
