Here's another (more likely) theory on those rims.
How about if an aftermarket company made them, people bought them and then put them on various cars.
There are only 2 ways to know if they are truly factory rims.
1. to know every single rim made by the factory.
I have a lot of experience and knowledge on everything Toyota for the 70's and 80's (call it an obsession).
I also have a ton of brochures, parts catalogues and manuals covering those same years for the American, international and Japanese markets (Japanese documentation tends to cover all options offered in other markets).
There is nothing like that mentioned in any factory documentation.
The only rims like these that I have seen had aftermarket company logos permanently embossed on them (eg ROH from South Australia).
Presumably there are American aftermarket companies offering similar rims.
2. Look for a manufactures mark.
Almost all Toyota rims carry the Toyota logo (looks like TEq) embossed in the rim metal.
A very few were made by a German company for the mid 80's Soarer but those were for the Japanese market only - never on American Toyotas.

The Cheviot rims are definitely aftermarket but were on my Celica when I bought it.
I used to use the Rebel rims on my Datsun 1200 race car but have also used them on my Celica.
All the other rims have also been on my Celica at one time or another.
I have personally swapped bother factory and aftermarket rims between Corollas, Celicas, Carinas, Soarers and Cressidas.
Swapping rims is so easy that many people put aftermarket rims on as a fashion exercise (it looks pretty)
Summary - you have found aftermarket rims.
Beware that if you find any more on non Toyota cars that they *might* have a different bolt pattern and different offset.
Measure before buying.
