It sure is a cable. Look on the top of the transmission, closer to the firewall. You'll see what almost looks like a garden hose (the threaded flange that screws onto the water tap on the house) that goes in on top. Unthread it (sometimes vice grips help if it's really on there) and replace it if you think it's the cable and not the speedo itself (in the guage cluster on the dash).
