Question Clogged brake cable causing pedal to the floor?

You guys are so great on here I figured I would pose this brake question on here even though it not for a mighty Celica, but basically the same.

This 96 dodge neon (no abs) has been kicking my ass. I have replaced the entire brake system except for the brake lines and the pedal still goes to the floor. This car has been sitting for so long that the calipers were froze and the wheel cylinders leaked, also the power brake booster leaked. All brake components have been replaced and the system does NOT leak. The master cylinder got replaced with the power brake booster and was bled properly as well as each wheel about 10 times in the correct order.

The front passenger side wheel does NOT bleed well at all, but it does bleed with much effort on the pedal. The brake line at the wheel is definitely clogged and will be replaced. I am just wondering if I will finally get a firm pedal.

Can a clogged brake line or port on the master cylinder cause the pedal to go to the floor?

I think and hope this will be the final piece to get the brakes working properly. I am just thinking the port on the mc it spitting back on itself thus causing the pedal to go to the floor?

I dont think the bleeder would cause this, check the vacuum lines that go to the brake booster.
