USA 92 Celica temp.control problem

Does anyone know what controls the temp.control valve on a 92 GTS? I verified that the valve does work but it either goes all the way hot or the all the way cold,nothing in between.When I turn the knob a 1/4 past cold,the control valve will go completly to hot.

Heater problem

Check the thread above. Seems there is a valve and a flap. I would say the valve should go on all the way when just a little heat is selected, but the flap should only work in conjunction with the heat dial, but I could be wrong. My heat still doesn't work right but I have to check a couple things.
