95 celica wont start, sitting for a year

Prospecting a 95 celica GT to buy for 1200$ (145k) thats been sitting for a year:

Did the OIl, Added radiator fluid, did the compression test, added my battery.

Then treated (heet, gumout and varnish remover) and tried to drain the old gas but couldent siphon it out of the tank, so added new fuel (4 gal primo).

I started up just fine about first three times but now i turn the key: nothing.

All electric works but my buddy tested the starter and battery and they both draw fine at 12v says its the alarm on the vehicle that we have to get into the ignition key module hole and check out to see if the alarm went bad....
