89 gts chokes/surges in 1st and 2nd

I have a manual 1989 celica GTS and recently it started to surge and jerk when I engage the clutch in 1st or 2nd below 2000 RPM. Had a problem with the vacuum system when I bought it a few years ago now but not sure if it is a vacuum leak again. Spark plugs look good. Changed the air filter and noticed garage forgot to attach one of the clips on the air fliter case last time. Could it be a distributor cap problem or a fuel filter problem? If anyone has any experience with this and can shed some light on this problem I would really appreciate it. Thanx in advance
