Canada 5sfe 91 celica will not start

Okay so here is my story. I have swapped out a blown 5sfe for another 5sfe from a car that i know for sure runs. I have everything hooked up but it wont seem to start. I have made sure that the fuel pump is fine and i am getting fuel all the way to the fuel rail. I have check that distributor and is it turning so the timing belt is still working. The plug wires are good and the sparkplugs are working as well. I have bridged the te1 and e1 connector and the ecu is showing no codes just a steady flashing check engine light. I have checked all of the fuses and they all seem to be fine. I have tried to crank the engine and it just wont start. pulled the plugs to see if i was getting any fuel around the plugs and they are bone dry.

So i have come to the conclusion that it has to be a problem with the injectors not firing. So does anyone have ideas on how to figure out if it is the injectors or something else.

Oh and this is a project car so at the moment it has no interior and everything is able to be accessed if needs be.

Pull cold start injector to see if its working. If not, you're not getting fuel. Check all ground wires to make sure you didn't missed any. I guess you did check for spark while you're cranking?
