Help: P0441 Code

I bought my 2000 Celica GTS in february and shortly after it started giving me this code, P0441: Evaporative emmisions control system incorrect purge flow. Local shops told me "it's probably just the intake"... It has an AEM cold air intake on it.

Here are my symptoms not sure if they're all related:
Stalls, or almost stalls when gas tank is filled
Hesitates before accelerating (seems like it only does this when it hasn't warmed up)
Sometimes also "hiccups" when accelerating: starts to accelerate, but then stops, starts again, stops. I would describe it as jackrabbiting. This is a rare symptom.

I've checked the VSV for EVAP and it appears to be working fine. I haven't pulled all the vacuum tubes to check them, but I don't think there's any problems with them as they have been replaced by the previous owner. Just thought I'd see if anyone had some ideas on where to look next.
