ABS not working-light not on, no fault codes

Hello there
The ABS on my ST207 4-wheel steer 1996 Toyota Curren is not operating. When braking on any surface (open road, gravel, grass), there is no pulsing sensation in the brake pedal, and the wheels lock up.
Upon the key being turned "on" the ABS dash light is illuminated, and when the vehicle is started, the light goes off as it is meant to. I have also plugged the car into the scanner and it returns no fault codes.

I am confused about this problem. If there were any problems in the system, or the ECU itself, the ABS light would come on, or fault codes would be shown, but its all business as usual, except ofcourse that the ABS system is not functioning at all.

Any ideas?

well got the car up on ramps today and had a looksie underneath

Found some interesting stuff (found oil is still leaking out of, what seems like, everything, and managed to locate transaxle drain and fill plugs). What really caught my attention was this



Now excuse me if im wrong, but doesnt it look like some knob sack has put driveshafts on from a non abs model or removed the abs ring gear? This is a picture of the RH front side, but the left shows the same thing.

Could this be why the ABS on the front wheels is non existent?
