Stiff, non-centering steering

Hello all; I'm new to the toyota world, altho not to cars in general. Anyhow, my GF has a '92 Celica GT, and recently the steering has gotten really stiff, and does not want to self-center anymore.

The power steering pump seems to still be working, and the fluid is topped up and not leaking. The steering is much more stiff than it had been at any speed, not just low-speed/parking maneuvers, and after turning, it won't return to center on its own, leading me to believe that something is sticking in the steering system.

Are the ball-joints, tie-rod ends or steering racks likely to pack up and stick on these cars? I have yet to start pulling stuff apart and inspecting (this is basically my first work on this car), so i'm just asking where to start looking.
