84 celica project

Hi everyone, I havent been here in awhile so Im back, YAY. I have a 1984 Celica GTS, 22re W/189,000 miles, 160 psi in the first three cylinders and 165 psi in the fourth, idleing at 750-800 rpm, and Im geting 30-32 mpg Highway stock. I got it for $500 and fixed it up for a school project. Now that im driving im really thinking of making it nice by fixing the body, inteior, engine, ect. and I dont want to spend too much over $3,500. This will probably take a year or two. I dont need to make this a 10sec. car but a nice car that has some power and wont effect my gas mileage too much. What should I do?

The GT-S already has lots of bits from the Supra (seats, dash instruments, independent rear suspension, nice 14" rims and flares to cover them)
Add a Pacesetter exhaust manifold and a custom 2.25" exhaust with free flow mufflers.
Add lowered springs (Kings Springs have them, maybe others).
Get nice second hand rims (same 114.5"x4 stud pattern as Nissan Skyline, beware of offset).
Save the rest for body and trim repairs.
