91 steering suspension work

my celica is hard to steer on the road as it follows the high ridges especially at the red lights. the ruts in the road there are really bad and it makes my car wiggle like crazy and is getting worse.... is it the steering or the suspension bushings that are bad. I have checked the wheels by twisting them at 12-6 and 3-9 points but no real wiggle. it has to be the bushings. right.. know of a cheaper place than toyotanation. front bushing and bars 450 ..and back 700 bucks....thanks

Don't speculate and buy a lot of parts you don't need. Take it to a place that specializes in alignment. Most will give you a free inspection and will let you know what is worn and needs replacing.

Also, don't rule out tires. Tires, as they wear, exhibit this same problem. New tires often corrects this problem.

He's right, it could be waaaay too many things for you to start buying parts and hoping they fix it. Just do a visual inspection of bushings, and check for play in tie rod ends to be safe. You already mostly ruled-out bad wheel bearings, but you never know...I had the same symptoms and that's what my problem ended up being.
