Question 83' celica speedometer problem?

from the start since i bought this car my speedometer never worked. the guy said it was a little plastc piece. that was a lie. then i looked at it and there was no cable inside. so its been the last thing i have done to fix on the car but i just recently did it and it worked for a second and now its gone. another question was i put an 1983 celica gts instrument cluster inside the car so i had more gauges and higher limit on speedometer and when i drove it i was going 60 and about 1200rpm in 3rd. not right. its a 22r 5 speed.any answers?
