when backing up, driving 15 mph, stopping i hear noise similar to a nail scratching on a board. one more , my windshield washer on the front side doesnt spray this really suck cause it is still snows here in canada.

Try using a needle to clean out any crap stuck in the nozzle. For the brakes, pull off the wheel and have a look at the pad/rotors.

backing up at 15mph is actualy rather fast....

i disconect the tubes for the washer, tried to spray but no water pouring so i dont think its the nozzle but theres leaks pouring under the car when i spray. also i went under but seem to be no use as i only see the bottom of the washer container both back/front tubes seem to be intact fuck i wish i have my tools for a closer look.
as for the rotor inspection what should i look for?
