There are TONS of guides around the internet for painting wheels.

Basically, you need to mask off the tires, prepare the wheels (clean them thoroughly, maybe some use aircraft stripper to remove any coating, some also have used a little finer sandpaper just to give the paint a surface to adhere to), A good paint to use for the base color coat is either duplicolor wheel paint or engine enamel. The engine enamel is offered in more colors and is practically the same stuff. Then use about two coats of wheel paint clear coat. let dry and enjoy.

edit: With painting wheels be prepared to respray them in the future. I just did simple sanding, duplicolor wheel paint and clear, It held up surprisingly well, I tapped the curb parking a few times so the paint came off there of course, and I had a few chips arond the center so be prepared to maybe respray or touch up once a year or so depending on driving conditions...
