You have 8000K bulbs, that's part of your problem, the more blue the bulb the less light output you will have. The higher the color temperature the less light. Secondly, your headlight housings are different.

Yea, those are halogen projectors which do NOT focus or distribute the light correctly.

Bitter's right. A projector designed for a filament lamp will not work well with an arc lamp. Filaments and arcs have distinctly different luminance patterns (and not just because the arc is curved. It's in the distribution of the luminance, on a filament it's in the center of the filament; on an arc it's at the electrodes with the center being dimmer). Not to mention that 8000K bulbs are a joke. Nothing but irritation glare. Even if you stepped down the color temp to something in the road-legal 4100-4250 nominal range, though, an arc bulb in a projector for a filament is a bad, bad idea.

I'm not sure if your Celica uses the H7 or the 9006 for the low beam (the 7th gen is a broad range with some mid-generation changes, from what I can tell).

If it uses the H7, get this bulb.
If it uses a 9006, then get this one.

Get rid of those toy HID 'kits'-- your own eyes and the people that share the nighttime road with you will thank you.

Maybe they were actually filament bulbs in his projectors designed for filaments. Or maybe it was a Celica GT-S which has projectors designed for HID capsules, and so were able to properly focus their output.

There are "regular" bulbs, then there are the ones I recommended.

Standard filament headlights emit white light, of which the blue and violet light is a very, very small portion.

Stick with the factory lights; install better bulbs. Or get a set of factory lights from a Celica GT-S (check with your Toyota dealer for availability and any other considerations for such a swap).

Most of the aftermarket stuff is underperforming, non-regulatory-conforming crap-- the item you posted being part of that majority.

OEM HID housings for a celica cost between $400 and $800 depending what you get and from where.
