Well you got part of that right, here I will help you out a bit.
An intake on a 3SGTE will not give you more then 5hp gain. Its totally different on a NA motor then a FI motor because the turbo can make up for lack of air flow though a intake.
Exhaust on the 3SGTE is probably the best thing you can do to make power. 3" down pipe and full 3" exhaust with a high flow straight though design muffler will give you a nice hp gain. Prepare to pay close to $1000 for a nice mandrel bent exhaust!!
Boost contoller will give you nice gains, you can only go to 12 psi or you will hit stock fuel cut. If you get rid of stock fuel cut the stock headgasket does not like to hold the head on after 14 psi. If you boost more then 14 psi your playing with a ticking time bomb.
Aftermarket fuel pressure regulator (FPR) will hurt hp on a stock 3SGTE. The engines are programmed to run rich out of the box. If anything take the car to a dyno and tune it using a SAFC or something better so you can lean it out. You can run 18psi all day on stock injectors so no need for a FPR right away.
Best mod you can do for your 3SGTE is get rid of your crappy stock CT26 turbo. They run out of breath at 6000 rpm. This is the biggest restriction IMO for the stock motor. You can do a easy upgrade to a CT20b but you will need a 2nd or 3rd gen 3SGTE manifold and down pipe.
How do I know all this? Cause I own 2 ST165s.
