2x adjustments. Air bleed and throttle plate stop. I adjusted mine by closing the throttle plate screw till it was running at 600 rpm, then I opened my air bleed to raise it to 800 RPM. NOTE: previous owner had messed with idle air bleed and had it all the way in REALLY messing things up.

You MAY want to mess with the air bled first, it gives 500-700 RPM adjustment. Screw it DOWN to close off the air and lower idle.

Hey, AZjeep, that sounds like something that would help alot of guys I know with their idle problems. I have not seen this procedure covered in any threads as of yet, nor have I seen it covered in the Haynes manual. How exactly do you adjust the idle 'air bleed'? I know what you are referring to as far as the throttle stop plate, I am just wondering if you are referring to the screw and diaghram assembly attached to the accelerator cable?

You and me both. I want to hear more on this topic.

Side note:
Haynes manuals suck
Chilton manuals suck a little less
BGB Rule!!

Idle air bleed is on top of the intake IN the throttle body assy near the TPS. It is covered with a small rubber plug and sometimes some goo underneath. Lowering the screw cuts off air, raising it adds air. Not really mentioned in any service books, just remembered from years in the field working on driveability issues. I cleaned my TB and intake and the idle ended up around 1500. I closed the air bleed and she was still about 1000. With the bleed screw closed, I lowered my throttle stop (tiny allen screw) untill I was about 600. I then opened the bleed screw till she settled on 800. BTW, spec is 750, but I thought it a tad too low. Best of luck all

REALLY hard to see. On the BOTTOM of the throttle body. The part your throttle cable attaches to rests against it. Its so small, it's easy to miss under the gunk and in the shadow of the air intake boot. I'll try to snap a few pics this weekend, anyone have room to post them for me?

Just want to mind everyone there is a difference between the US and the Canadian versions of Celica at least for the model year 1991. According to the factory manual, for 1991 5SFE the idle speed should be adjusted to 650+-50rpm with the TE1 and E1 check connector shorted. Then with the check connector open, the idle speed should be as follows depending on what you have:
USA 700+-50rpm
CANADA M/T 800+-50rpm
CANADA A/T 750+-50rpm
I took my 1991 GT with me when I moved from Toronto to California. I took my Celica to a DEALER in the San Fran Bay Area here for valve adjustment and they turned the idle air bleed (it is called the "Idle Speed Adjusting Screw" on the manual) all the way in, I guess, trying to set my Canadian Celica to the US spec. I ended up stalling on a major highway during rush hour barely hit by a pickup right behind! Don't underlook this little adjustment, it seems to affect gas mileage as well.

Remember, my Celica uses an AFM. Other models may be similar and get mixed results. I'll need to read the FSM to see if the diagnostic connector is supposed to be jumpered for idle adjustments (I have no friggin idea). I just ordered a 3sge Toyota factory service manual that should have all these little secrets within. Fingers crossed, it should be here this coming week. I'll share as soon as I know
