I would definitely be using a fresh, fully charged battery for starting a vehicle thats been sitting that long.
Are the injectors firing? Stuck from old fuel gumming them up?

Dumb thought here, but you might want to see if your timing belt broke? If it did, your distributor is not turning, and if it is not turning, your ECU is not getting any information that the engine is turning, so it will not activate the fuel injectors.

The engine would sound abnormal when trying to start it though, if the timing belt was broke. It wouldn't sound like "WA-WA-WA-WA-WA-WA-WA-etc.:" anymore. But it is worth a look to rule that out.

Not such a dumb thought. It could have dry rotted from sitting so long .
Though the engine would turn over much faster-if you had a fully charged battery.

Why don't you remove the air supply hose from the throttle body, open up the throttle plate, and put a little gas in the throttle body past the the throttle plate. Then close the throttle plate and try starting the engine.

Does it start up and run for a second or 2? If so, then I agree, you have something wrong on the fuel side (fuel pump, filter, injectors, etc.).

whatever happened with this? curious - also what's a cop relay? I have a friend with an 84 celica in sort of a similar situation though I haven't gotten too far into it. No fuel seems like up front and no sound of a fuel pump - new battery and normal cranking sound so I'm guessing bad fuel pump from what I've read in the forum here... thoughts?

just found these in another thread... maybe they'll apply... really should get a manual for this thing I guess. (RTFM?)

The oil sender provides the ground for the fuel relay (a safety feature which automatically disables the fuel pump after an accident).
Buy the Haynes Celica RWD manual - it covers this subjects quite well.

Where the speedo cable screws into the back of the gauge cluster sometimes comes loose.
Tighten it up.
A bit tricky because you have to reach behind the dash and you can't see where your hand is going.
