Celicas with pop-up headlights have a very high failure rate of the wiring harness right at the lamp connector. Because the lamp moves all the time, the wiring harness has to move with it. Over time, this fatigues the copper wiring, and the wire breaks, even though the plastic jacket around the connector is intact and looks good.
With the lamp out of the mechanism, but the connector connected to the lamp, and the light switch on, you can grab the wires behind the lamp and wiggle them around and push them towards the lamp to see if you get a flicker or get the lamp to turn on. If you do, then you know one of the wires in that harness connector is broken.
Auto parts stores sell pigtails with the lamp connector at one end to repair this problem. You would have to cut your old connector off, strip the wires back a little, put your new pigtail on the wiring, solder the wires together and tape them up with electrical tape, and suddenly you have a new, working headlight lamp!
