Does the idle always stay at 2000rpm? Or does it slowly drop down to ~800-ish as the car warms up?
Common problem with Toyota EFI engines in the 80s and 90s is an air pocket/bubble in the cooling system which tricks the idle speed control valve into thinking that the engine is always cold, and thus keeps the cold idle valve open (hence the high idle). If the idle speed doesn't come down when the car warms up, then bleed the cooling system to get rid of any bubbles/pockets and then re-check the idle.
