Talking 1993 celica headlight problem

Hi, the driverside headlight is not working, the passenger just fine. I changed the headlight and i changed the fuse for that side and it still wont work. I put the volt meter in the headlight plug and its reading votage. Could it be the relay? please let me know what you think. Thanks guys!!!

I'd take a look at the wires behind the connector. With the lights being flip ups, the wires are contrantly getting bent around, one wire could be corroded, split, or shorting.

i checked all the wires and i see nothing bad with them. I have no idea why i get high beam and no low on the driverside only. The passenger side is just fine.
