Toyota automatic transmissions are set up in 2 ways. The 1st way is when the engine reaches a certain temp it'll allow it to go into overdrive. The other setup is when the transmission reaches normal temp it'll allow it to go into OD. Take notice as to the temp of your engine when it final shifts into high gear. If its the same every time then you'll know why. Now also check the level of your transmission fluid, if it's too low it'll take awhile for the fluid to heat up before expanding enough to engage OD.

Thanks for the reply ! So this is normal for a transmission with a Over Drive button ? That sounds good to me ! Yeah change's at time when engine warms then its fine. I've ask advance auto and orthers and no one knew ... And asked a transmission shop and he said it maybe had some kinda heat switch that would let it know when to change when cold weather ... maybe , so hope your right ! Don't have the money for transmission probs. now !

It's annoying but normal, it'll really annoy you on very cold days where it takes your car forever to warm up. I can't say if newer Toyota's are this way but I've owned many late 80's to mid 90's and all them do it in the winter. I drive a lot of highway speeds and mine will be in 3rd gear for almost 5 minutes when it's below 0 degrees before it's warm enough to change into 4th.
