power steering issue

[95 COROLLA]

hey everyone been a really long time since iv posted anything on here looking to see if anyone on here can offer some insight with an issue im having with my 1990 GT-S 2.2L. anyways whats going on is i think there is a problem with my Power steering i dont drive the car right now but when i was i noticed around febuary that the steering would get stiff and kind of like rack and pinion with out power assist and wouldnt return like normal but it seem like it was only intermittantly happening so i put it up on the hoist to check out out and i found the belt seemed loose and oh look the piviot bolt is missing from the mounting bracket. so i put a new belt on and new bolt that worked fine for about three days and it went back to no return or assist. checked the belt still tight and the bolt still in. now is it safe to say i need a power steering pump or am i looking at a rack maybe? oh another thing too theres a vacuum valve i think at the bottem of the pump will that come with a new pump or is it seperate?
