Question 97 Celica Instrumental panel, clock and dome light out any thoughts?

Ok so i just rejoined the Toyota nation and purchased a 97 Toyota Celica GT 2.2, see my earlier posts. Well i just noticed that not only is the dome light out, which I have no idea how to check the bulb since the manual says nothing about it, I will have to get a hold of chilton's or some other repair manula. The clock is out too as well as the motorized antenna, though that may just be the motor. and most importantly the instrument panel light is out. The only code that comes back with ODB is speed sensor since the check engine light is on and yes the speedo and odometer are out too probably not related to the others. I checked the fuses and they look good, didn't check the fusibles yet. I'm hoping this is not a short or something more costly. Any thoughts? Sorry the instrument panel works just fine I just couldn't see it in the day, oops my bad thank goodness I was wrong. I just found out how to take out the bulb and checked it and it was fine but it's a bit loose, so maybe the bulb is bad, so I connected a multimeter and and shows only 1.3 volts and the bulb is 12 volts, does that mean a short?
Thanks

either a short on that circuit, or heavy resistance on the circuit. heavy resistance can be something as simple as dirty connectors. Just trace the circuit.. but if there is a short it would have blown the fuse most likely so if that is all fine try cleaning the connectors is where i would start and check the wires to see if any are damaged.

Did you ever figure out what the problem was? I'm having an almost identical problem with a 1995 Celica convertible I just bought (I also had a 96 and 99). Clock is out. Dome light is out. Didn't know if the radio was out or not but just tried to install an after market and no power. But cigarette lighter is working. Instrument panel is fine. All windows, locks, mirrors, etc. are working. But, now that you mention it, the trunk light might be out as well. No idea about the antenna since, of course, I have no radio working ;-)

Have checked every fuse and they all are fine. Not sure where to check next.
