Gen5 rpms are up to high

i changed my alternator, and the fuse on my 91 Toyota celica now my rpm is above 2 is that normal

No, just adjust your idle and check your ignition timing to achieve correct idle speed.

where is the ignition timing located?

There is a notch on the crank shaft pulley and timing numbers above it located on the timing cover.
You will need a timing light for this.
I take it you've never done this before?
