I am probably done with this project, but writing it up for the next person who may need it. I checked the leads, and the three wire switch uses one dedicated to the on/off switch, so I figured it would not work. Both types use differing resistance to cue the computer which action is being requested - my ohm meter registered .25 for one, .5 for another, etc.
Summary for 2000 Celica GT that had cruise control original, but stalk broke off:
The excellent forum linked above used an ACDelco D1919E, Rock Auto was cheapest, but I needed it quick. Autozone could order same part as a Wells sw6214. $57 shipped to store beats $140 at dealer.
You can not do the pin switch that was pictured in the other forum, as the 2000 uses a bigger pin, but the switch is the same. So, I just snipped the old two wires coming out of old connector and fed them into the new connector and voila, all good.
I did not end up having to remove steering wheel, just the airbag assembly.
