Question OBD 11 P 1300 DTC Igniter Malfunction 97 Celica GT

First off I searched on here to see if anyone else has had a similar problem but came up empty.
I'm not sure if this is related to my earlier thread, but yesterday I ran an OBD 11 diagnosis specific for my 97 Celica GT, and it came back with a P 1300 DTC Manufacturer specific code, up until yesterday I was not doing a specific diagnosis so I never got the code. I googled the code for Celica and there are some tests to try, I haven't tried them yet, it also says to check the #1 ignition coil with igniter circuit, is that the single coil that goes from the distributor or is that the #1 cylinder spark plug cable, my guess it's talking about the coil I did clear the code and the check engine light is off, but then again I haven't driven it yet. I wonder if this igniter malfunction could be related to hard starts? Also it says if you rule out the igniter issue it could be the ECM itself. Anyone have any experience with this?

You need to check a few things, but as far as the ignition coil goes, you need to check primary and secondary. Also their locations are going to depend on if you have a Cali or Fed spec.
While Ive never popped this code before, I have access to the T/S information. If you PM me your email, I'll send you what I have.

Exclamation ECM bad?

Ok just checked the ECM per step 3 in inspection procedure, disconnected the igniter connector and tested with meter set at 20 with ground and it came up 9+ , it's supposed to be between 4.5-5.5. It says if NG, check and replace ECM see page IN-28 anyone know where to find that page or what the procedure is to check it? One other thing, I tried to start it with the igniter connector still disconnected and it started right up, should it have done that? Oops just found out that i didn't disconnect the igniter connector, only the ECM connector, will disconnect it and try again. Ok disconnected Igniter connector, same meter settings, now one hole comes up 0.02 another 11+ another 12ish. I'm thinking the ECM is shot or possibly something wrong with the harness?
