ignition issue 1994 celica gt

ok so I just rebuilt my 5sfe in my celly after throwing a rod through the block and unfortunately, though it starts I have two major issues that need to be resolved that I cant figure out, first my ignition timing, though my crank and cams are correctly timed I run out of timing adjustment on my distributor leaving me only getting to about 16 degrees when as I'm sure you know I need ten degrees

now my idle is high even at operating temperature so that could be part of it, but my throttle is completely closed as far as the cables are concerned so I don't know how to remedy it idling at about 2000rpm

the other issue is my radiator fans aren't starting when it reaches or passes normal operating temp

any help or suggestions would be greatly appreciated seeing as how this was/is my daily driver

it is possible the t belt is still off by a tooth or two. sometimes engaging the tension on the tensioner pulley affects the relationship of the crank & cams.

idle rpm adjustment is regularly scheduled maintenance. idle air control units also get dirty and clogged after 100k or so.

re fan, coolant temperature sensor on the outlet may have failed. check fuse and relay, too.

Thanks, I managed to figure out that my manual is garbage and didn't include an important tid bit by seeing a similar problem solved on a honda, I needed to jump the diag terminals while I was trying to adjust the timing so I wouldn't be fighting the computer.

On the fans I think it was because my block had no coolant in it so it wasn't making it to the temp sensor. So on that make sure that you engine, and radiator are full of coolant otherwise its not going anywhere.

One thing left, a new inner spindle for the drivers front hub, 160 I dont have. :/
