91 Celica GT failed pressure test on emissions

Went to emissions station and failed the pressure test on the emission today. Gas cap passed. I checked the lines and they look ok. Any ideas?

Things that come to mind (please note I own a Gen III, so I don't know the intricate details in 1991 models):

-Bad filler hose
-Bad vent hose to filler neck
-Bad gasket on sending unit or fuel pump assembly in tank
-Cracked vent hoses (which you say you've checked)
-Bad canister
-Bad vent valve in engine bay if so equipped.
