I want to tune up 3S-GE

Can you help me with tuning Celica 2.0GTi? I have air filter and exhaust. Is there anything more I could do with my engine to get 190HP or something like that, with 1000€?

With only 1000 euros, you might not reach 190 hp unless you can do all the work yourself and know how to tune the motor. Or, if you got some connections or something along that line.
Some things you can buy are headers, cam gears, cam shafts, and a lightened flywheel. All that can easily run you well over 1000 euros (I'm sorry, but it is euros right?) Performance is not cheap.
You can also advance your timing.
Others might have more input.

Yes it's euros(1000-1500). How can i get lightened flywheel in Croatia? that brings me 5-12HP? can you help me with that advance timing?

Your best bet would be to get either nitrous with a piggy back like E-Manage or a tuned ECU.
Some easy DYI mods you can perform are ignition timing advance, AFM mod, low temp switches, flow fuel filter, plugs, CAI, grounding kit, flow exhaust, HO ignition system...etc.
Mind you all these mods do work in conjuction with each other. The factory ECU will calibrate to the new mods but there comes a point where the ECU will run out of maps. Thats why a tuned ECU or E-Manage will play a vital role in the 'tuning' of the vehicle.
I belive you have the HCR GE's which is a good thing and BTW what is the octane rating over there?

I don't want to put nitrous, because engine is not in good condition. who can re-program my ECU if i remove cat. and put air flow filter. which spark plugs are best for my engine?
