Radiator cooling fan won't start!

Hey all, this is actually my first post here.

I'm posting because I need some help repairing my 1989 Celica convertible... a few months back the radiator blew, because the original fan had been broken due to the fuse box cover falling into the cowling and breaking it. Since then I've replaced the radiator, cooling fan, alternator, and starter (for their respective problems...) but I can't get the new fan to work correctly- it just won't go on. I've replaced the coolant temperature sensor, and it still doesn't go on. The next thing I'm probably going to do is replace the fan relay... but has anyone else been in this situation? What else can I try?

a handy thing to have is a digital multimeter. you can then check continuity along different segments of the circuit. just replacing things randomly can get expensive. try to narrow down the scope of the failure.
