Gen5 car feels bogged

1990, toyota celica,2.2 5sfe

okay so recently I did self timing first 3 tries went bad/ belt slipped. I know how to find the timing without the lower pully marker. this time I used a trick to make the belt tighter so it wont slip by moving the top pully 1 tooth forward and the bring it back into place pulling the belt with it. Well this belt over pully just by a bit. about the much ...(.).^..... The arrow pointing up is where the mark was, the circled dot is where it lies now. Now for the real issue, the car idles perfect, goes forward and reverse with ease UNTIL the clutch is fully released. after it is on its own it feels like the car is bogging dow struggling, almost flooding, then my last test it gain speed after. To best describe it is if i started from a stop in 2nd or 3 gear. Im going to reset the timing again "about 30min of work..." the retest. Is the timing retarded? and what does the top pully control?

Have you checked the timing with a timing light? That would tell you if it were retarted.
Also, the method you described to set the belt is vague, at best.
Are you sure #1 piston was at TDC ?

some ahole stole it the other night . and ya I remove spk num 1 and set a rob on the piston head. you turn the crank with a socket and you can feel when it get to the top and then had a motion or a switching over feeling before it goes back down. after that for the top pully i stick a piece of metal into the alignment hole and already know where it will be generally so I turn it until the metal catches on the mark. what messed it up is when I went to tighten the belt the top pully was moved forward then back by a tooth to remove slack, but there wasn't enough slack so before it was done going 1 tooth back it caught and pulled the crack to. now that I think of it the motion it happened I retarded the timing by how much I'm not sure, but I'm for sure it was at TDC or VERY close before tightening. Also this method works I did it when I was in a bind and I passed smog and everything never gave problems, when you mean being vague like do you want a guide and pics?

***note

I took away both cover for the belt, and only have to remover the alternator to adjust and remove the belt. in all its about 15min to adjust a little and 30 to fully reset the timing like this. I don't have to remove the mounts or anything, especially the harmonic balancer.
