USA 89 Celica high idle

I have an 89 Celica GT that idles at 2000 RPM when first started up and even when it's warm it is still at about 1500 RPM. Does anyone know how to lower that? I failed my emissions test because it put out too much CO and the idle speed was one of the suspected problems.

USA Fix

How would one go about figuring out if it is a vacuum issue? And I'm assuming if I do that I would just replace the broken...hose?

I would first just start looking around the engine bay, check for cracked or broken vacuum hoses and replace any that are suspect. Also, using a bit of carb cleaner, spray any suspect spots while the engine is running, you will hear the idle change if you spray a spot with a vacuum leak (keep in mind that carb cleaner is very flammable and dont just go spraying it all over the engine bay, if possibly keep a fire extinguisher nearby just in case). You can also use this to check around the intake manifold gasket and throttle body gasket.
