bad vsv affecting idle speed

could a bad vsv be affecting my idle speed? i'm wanting to adjust idle as per the maintenance schedule and i don't know if i should wait until after i replace what appears to be a bad VSV. also, does anyone know where on the top part of the wiring harness i can connect an ohmmeter so it runs to the VSV so i don't have to get back in that tight area?

I don't think you can't adjust idle. 92+ 5S-FE don't even have the idle adjust screw on throttle body.
Try cleaning inside the throttle body. Idle is controlled by ICV below the TB and it'll get gunk buildup.

you sure? cause it looks like that little hole there has a notch where a small flat head screw driver would fit:

From your photo I'm 100% sure. Its the pilot hole for the tube beside it. Idle screw is much bigger which take regular flat driver.
Clean the ICV.. ECU use it to control idle speed completely, no manual adjustment.

pilot hole? what function does it serve?

i saw that sticky where the guy pulled off his IACV and totally overhauled it, but i'd like to know if there is a quickie way to do it in-situ, without pulling it off.

Some TB need the extra air tube. The pilot hole for factory to locate and drill the hole through.
Get a can of throttle cleaner spray. Remove plastic intake pipe on TB. You'll see some holes inside at the bottom. Clean them out. Spray cleaner into the hole, let it seat for a minute. Spray some more in there. Repeat until it doesn't come out black anymore.

No, back out of the hole in the throttle body that you sprayed into. Let dry as long as possible before driving, I didn't dry out the system enough before I went for a drive and my celica suddenly decided it wanted to idle at 4000 rpm.

wait, that vacuum hose underneath the IACV probably doesn't like TB cleaner - it's hard on rubber/plastic, right?

TB cleaner is ok on rubber.
The hose are coolant hose, so whatever you spray won't go in there anyway.
