Question Electrical Issue (Fuel gauge, Doors, Alarm, Dome light all not working)

I'm having an issue with my 2000 Toyota Celica GTS.

Parked my car at work one day and everything was working fine, upon leaving work I get to my car and hit my remote to unlock my doors. The alarm disables but my doors do not unlock. Then I realize my headlights aren't turning on automatically. Then I find out a bunch of other issues....
  • Alarm doesn't go off when door is opened. The light will continue to flash when the door is opened but the alarm will only go off once the key is put into the ignition.
  • Dome light doesn't turn on at all.
  • Fuel gauge isn't working, shows as empty the entire time.
  • Headlights don't automatically turn on, have to manually turn them on.
  • Doors have to be manually locked. Neither the remote nor the center console switch work.
  • Seatbelt light doesn't work.

Things that DO work:
  • Windows.
  • Car still runs, just automatic stuff isnt working.

Pretty much having the same issue as described here :
2000 Celica Fuel Gauge stopped working, and ...

I had my father, who was a master tech mechanic, take a look at the fuses and according to him they all seemed fine. He took a volt meter to them all and said they all worked... So I dunno :/ He says it might be the Body Control Module, but he's not completely sure.

What is your opinions?

That sounds like the DOME fuse or circuit. IIRC the DOME circuit controls all of that stuff and more stuff you may not realize isnt working. Check a wiring diagram and see what the dome circuit runs.
